Statement from Sen. Kurtis Gregory Regarding the Passage of Senate Bill 3  

JEFFERSON CITY — State Sen. Kurtis Gregory, R-Marshall, today issued a statement relating to passage of Senate Bill 3:

“This is what showing up for your state looks like! Senate Bill 3 has officially passed the Missouri Senate and House of Representatives, and I couldn’t be prouder of what we’ve accomplished for the people of Missouri.

This bill is about standing tall for our state — and doing it the right way. It tackles two big priorities: providing a path for responsible tax relief for 97 counties across our state and putting a real, competitive offer on the table to keep the Chiefs and Royals right here in Kansas City where they belong.

We’re not just talking about sports. We’re talking about jobs, pride and billions of dollars in economic activity that ripple out from these teams and their future ballpark districts. Senate Bill 3 sets clear safeguards and smart guardrails:

  • No public financing without serious private investment.
  • No bond funding without local voter support.
  • If a team takes the deal and later tries to leave the state, they pay the state back — period.

This isn’t just smart policy — it’s a strike right down the middle. It shows we’re serious about competing with Kansas, protecting Missouri’s economic future and respecting taxpayer dollars.

I’ve heard from folks everywhere — gas stations, ballfields, doorsteps — asking if we are going to do anything to keep our teams. Well, today, we answered loud and clear: Yes, we are.

Missourians love our Kansas City teams — they’re part of our identity. But this bill wasn’t about emotion, it was about a smart, responsible way to keep them here. We matched vision with action, and I’m proud of what we’ve built together.

This wouldn’t have been possible without a team effort. I want to first thank the governor. Without his vision and tenacity to get this done, we wouldn’t have gotten out of the dugout. Then my colleagues in both the Senate and the House for their support, strategy and commitment to getting this done. Missouri showed up today.”
